It is a successful example of a cluster located in a rural area in Nogent (Haute marne), a city that was renowned in the 18th and 19th centuries for its cutlery industries. Since then, these industries have been able to innovate by taking advantage of their traditional know-how. Today, this industrial ecosystem has obtained worldwide recognition in the sector of materials work, in particular medical prosthesis, automobile and aeronautics.

The Sud-Champagne Technology Park : a model cluster

With many innovative small and medium-sized businesses, the Nogent labour pool
(Haute-Marne) benefits from an optimal equipment that enables it to foster
cooperation between the business world, training and research, especially with the
Troyes Technology University (UTT) and the Regional Centre for Innovation and
Technology Transfer – Materials, deposits and surface treatments (CRITT MDTS).
In that way, it is an emblematic example of a cluster in a rural area.
The Sud-Champagne ecosystem draws its strength from the CRITT, the most important
centre in the sector of materials and health, the university with its research laboratory
in metallurgical thin-film deposition, associated to the Commissariat à l’Energie
Atomique et aux Energies Alternatives (CEA), NICCI – Nogent International Centre for
CVD as well as leading companies such as :
  the largest automobile forge in France FORGES DE COURCELLES, Groupe
SIFCOR in Nogent (52800) ;
  the largest aerospace forge in France :- Manoir Aerospace - FORGES DE
BOLOGNE - Groupe LISI in Bologne (52310) ;
 the largest European medical forge - ETABLISSEMENTS MAURICE MARLE in
Nogent (52800).
Located in the south of the Alsace Champagne-Ardenne Lorraine region, the
Technology Park in Nogent takes full advantage of its position within the communication network joining northern and southern Europe.

Today, the Sud–Champagne Technology Park includes:

 a branch of the Troyes Technology University providing two training courses : an
engineering degree and a licence professionnelle in materials, both on apprenticeship
with the involvment of the regional and national companies. The branch also includes the
NICCI laboratory (Nogent International Center for CVD Innovation) labelled
« Correspondent Research Laboratory » to the Commissariat à l’Energie Atomique et
aux Energies Alternatives on the subject of surface engineering, as a result of the
UTT- CEA partnership ;
 a CRITT MDTS Technological Resource Centre specialized in materials, deposits and
surface treatments. It provides technical and scientific support to manufacturers
(characterization of the products during their design or their mass-production) and
contributes to research programs ;
 a business incubator housing, in particular, the 3A company, a leader in metal additive
manufactured components.
 the Cluster NOGENTECH association that includes 45 industrial companies of Haute
 Marne.
The uniqueness of this rural cluster lies in the density of its industrial ecosystem and
the strength of the partnerships established between the business world, research and
training on a human scale territory where interpersonal relationships are a determining
factor for the development of the local economic fabric. The remarkable commitment
of the companies makes it possible for training to adapt to the needs of the job market
continuously. As a result, the UTT graduate students trained in Nogent find their first
job in 1.7 month on average.
The Technology Park is a tool serving the development ot the companies through
technology, research, innovation, technology transfer, training and therefore
employment.
Among the key projects are the creation of a new bachelor degree training course
(licence) and the objective of increasing the number of engineering students.

History of the project

As part of the revitalization plan of the economic fabric and of the boosting of business
competitiveness, the Haute-Marne Conseil départemental and the Haute-Marne
Public Interest Group (GIP) in charge of the management of the economic support
funds of the Bure-Saudron laboratory, took the initiative with the CRITT-MDST
and the UTT to create this attractivity park in 2009 to promote the development
of the region.
Haute -marne local authorities decided to extend the activities of the regional Centre
for innovaton and technology transfer – materials, deposits, surface treatments
(CRITT-MDTS) on the Nogent site in Haute-Marne into a partnership with the Troyes
Technology University (UTT) to build a technology Park whose missions are :
 to give technological support to manufacturers at a regional, national and
European level ;
 to develop higher education degrees;
 to establish a structure providing support to companies and to job creation
( business incubator).

The SYndicat Mixte of the TEChnology park in Haute-Champagne ( SYMTEC) gathering
the Haute-marne Conseil départemental (95%) and the municipalities of the Nogent
area (5%) was created on December 3rd 2004 to carry the property transaction of the Technology Park.

Three phases of work were achieved in 2007, 2011 and 2015 that resulted into the
creation of a branch of the CRIIT-MDT, a branch of the UTT and the creation of a
business incubator.
This successful enterprise was also made possible thanks to the support of Europe, the
Haute-Marne region, the municipalities of the area and the city of Nogent.

First phase of work : 2007-2009

Realization of the building of the [Regional Centre for Innovation and Technology - CRITT Materials, Deposits and Surface Treatments (MDTS) - (1700 m²) and the
business incubator (273 m²) with a part of the hall building that will be connected to
them (379 m²) . Total cost of the phase : 8,5 M€
The first phase of work benefited the DATAR label of rural excellence pole and was
inaugurated on April 9th, 2009.

Second phase of work : 2011 – 2013

Extension of the business incubator and construction of the building dedicated to
training with a lecture theatre to which the UTT will have access.

Business incubator building

Increase of the capacity of the building with twice two modules of respective 140 m²
et 237 m² surface areas that may be connected if necessary.

Training building

Building of a lecture theatre with a capacity of 118 seats, a classroom with computeraided
design (CAO), two laboratories and four offices dedicated to the UTT
apprenticeship training sector and to its team of teachers-researchers.
These buildings will also be home to other training courses, seminars, events, meetings,
especially in the lecture hall designed as a shared tool to encourage development and
boost local life .
Total cost of the phase 2 work : 3,6 M € with the support of :
 the State (FNADT): 1 M €
 the Region : 1 M € under the CPER 2007-2013
 the Haute-Martne GIP : 750 230 €
 the Haute-Marne local authorites and the municipalities of the Nogent area :
850 000 €

Third phase of work : 2014-2015

This extension was the last phase of work to finalize the building of this estate.
It allowed the building of 900 m² of premises belonging to the training part of the UTT
intended to the development of its teaching and research activities and the extension
of the business incubator so as to build larger bridges with the business world.
The Haute-Marne Conseil départemental supported the SYMTEC in the project
management.

1.Training building

Left wing
 two extra classrooms in addition to the existing computer room with the
doubling of the surface of the laboratory dedicated to practical work ;
 a laboratory

 an office dedicated to a design engineer ;
 an office dedicated to students-trainees ;
 an office dedicated to teachers for the development of two training courses ;
 a « free » office for the future development of the branch ;
 a surface for laboratories for the future development of the branch, allowing in
particular to provide heavy equipments (research lab R) ;
 a connected meeting room to be used by all the actors of the Technology Park.

It will improve and develop exchanges between the branch and the Troyes
site ;
 an area dedicated to student activities.
2. Business incubator building
Building of two modules with a surface of 182 m, each composed of a hall (136 m²), an
office (15 m²), a laboratory (15 m²), a sanitary area and cloakrooms (15, 60 m²).
The objectives are :
 to give a boost to new initiatives on the Nogent job pool ;
 to offer to UTT graduate students (especially those owning a licence
professionnelle) the possibility to develop their own business.

In order to develop the attractivity of the Sud-Champagne Technology Park, in
relationship to the activities of the other occupants of the technology park (UTT and
CRITT-MDST), the Haute-Marne Chamber of commerce and industry (CCI), the Haute-
Marne Public interest group (GIP) and the Haute-Marne Conseil départemental assigned
the CCI the task of managing the Technology Park .

One person is in charge of this mission in addition to the actions of promotion to the
companies that are also filled in by the CCI . His rôle is to develop the synergies
between the components of the Pole (CRITT MDTS-UTT- business incubators) , to
strenghten its expertise image in innovation, to promote research and innovative
actions to the compagnies of the départment, to support project initiators in the
implementation of their projects and to develop collective projects regarding
innovation.
He is also in charge of presenting key technologies on strategic segments of our
economy (Matinales Technologiques) and of the outreaching of industrial, technical and
scientific culture to the general public, in particular the youth (cinétech).

The Troyes Technology University (UTT)

The Troyes technology University (UTT) was created in 1994 . Its main site is located
in Troyes. It attracts 2500 students with the addition of the 100 students of the
Nogent branch. The UTT trains engineers in five branches in Troyes (Mechanics,
Materials, Industrial systems, Information and Networks systems) and developed an
apprenticeship training in Nogent (Materials and Mechanics). A new branch opened in
Reims in 2016 in partnership with URCA (Automatisms and industrial computer science).
As the training in apprenticeship initiated in Nogent was successful, Charleville
Mézières developed a similar one in 2016.

The UTT also trains students in master’s degrees (9 specialties), in DU and in licence
professionnelle. It opened 3 Specialised Masters on September 2016 (Cybersecurity,
Big data and Purchase in the industrial sector).

The UTT has its own doctoral school (180 PhD students) and has developed research
studies resulting in numerous publications and a volume of contract research
representing 7M€, nearly 20% of the university budget.

Its facilities extend over 40 000 m²in Troyes and 2000 m² in Nogent.
The establishment of a branch of the UTT in Nogent satisfied a twofold objective:
meet a strong demand from industry executives in the sectors of mechanics and
materials and meet the wish for closer ties between these companies and the research
in technology led in the university.

This project came to life thanks to the strong support of the collectivities : the
Haute-Marne Conseil départemental, via the SYMTEC contributes 95% of the net
expenses ( functioning ) of this realization.
The Conseil régional gives a subsidy for
teaching and research activities and for investment. The city of Nogent and the
Haute-Marne Chamber of commerce and industry (CCI) also contribute to this
success.

Many companies work in partnership with the Nogent branch and accept students on
apprenticeship : Forges of BoLogne (LISI group), Marle, Forges of Courcelles, Deguy-
Conge, Freudenberg, Biotech Ortho, Forges of Froncles, Maire-Didier, Gillet Group ,
Forgex, etc.
The Nogent scheme of the UTT gathers several characteristics that make it innovative
in higher education, research and technology transfer :
 it delivers engineer’s degrees and licences professionnelles on apprenticeship ;
 it develops its own research activity ;
 it is immerged in the Haute-Marne industrial ecosystem including competitive
companies in the international level ;
 it ensures synergy between the ressources brought by apprenticeship, training
and research ;
 it has the ability to activate technology transfers (in relationship with the
CRITT-MDST locally) and to offer service deliveries in continuous training.

The UTT adopts an approach that associates apprenticeship, research and technology
transfer and whishes to examine the faisability of its propositions regarding
development in the branch of Nogent.

1) Teaching in Nogent

The branch of Nogent of the Troyes Technology University (UTT) qualified 37
engineers during its first two 2014 and 2015 promotions. Half of them were hired by
the company that trained them in apprenticeship, 8 obtained a CDI in a regional
company and 100 students are being trained there in apprenticeship, among them 10 are
preparing a licence professionnelle.

Since September 2015, a training course of high-level technicians (LP M2-C) in the
sector of mechanics and materials has come to life in exclusive collaboration with the
professional branch (UIMM) and the AFPI . It enables to propose a complete training
programme to the local industrial pool. This approach reinforces the synergy of the
means and the important skills of the region. As such, the UTT can rely on the existing
network of regional BTS programmes to complete its courses by a licence
professionnelle, whereas the engineer’s degree is open to all the students nationally via
the 3 UT network.

In view of the interest aroused by the engineer training programme « Mechanics and
Materials » on apprenticeship
to local and national companies, the number of places
financed for apprenticeship for engineering students could range from 30 to 50. In the
long term, the branch of Nogent might train some 170 students on apprenticeship : 150
engineering students and 20 students in licences professionnelles.

Experience shows the adaptability of the students of the UTT branch in Nogent to
very different environnements, from small businesses to big groups for a variety of
missions such as research, methods, quality, production, etc..

It is useful to remember that these engineering students start a 3 year-cycle studies,
spending their first two years in Nogent and their third year in Troyes or abroad for
about 40% of them.
The students have to do a work placement abroad between January and March of their
second year. The experience with the first three promotions showed that an
international experience is a real benefit to the engineering students. Indeed, they
ofen must find their work placement by themselves and in particular manage the
financial and organisational aspects of it. Those who decide to study in a country of the
European community receive an Erasmus grant and the others receive an equivalent
grant from the UTT.
In February 2016, when Mrs Annegret Kramp-Karrenbauer, Minister-President of
the Land of Sarre came to visit, many concrete possibilities of cooperation between
the UTT branch of Nogent and the Sarre were adressed which gave the UTT the idea
of creating a double Franco-German degree .
In parallel, the teacher-researchers staff of Nogent also looks into implementating a
German-language section with the support of the regional companies detaining German
capital.
The content of the courses evolves with the remarks of the apprenticeship masters of
the companies and follows the recommendations of the CTI (Engineering Degrees
Commission). The studies programme is reactive, flexible, and adapts to the requests
of the companies.
The teaching staff includes four teacher-researchers and a teacher and most of the
training courses are provided by the UTT teachers . The intervention of professionals
belonging to the industrial world is required as they can professionalize the training.

2) Research in Nogent

The research activity in Nogent is led by four teacher-researchers and a research
engineer, a design engineer with his 6 doctoral students and his post-doctoral trainee. It deals with high performance surfaces.

The CEA (Commissariat à l’énergie atomique et aux énergies alternatives) that signed a
LRC (Correspondent Research Laboratory) agreement with the branch of Nogent,
supports the UTT activity by providing equipments and co-financing theses.
The growth of the Laboratory common with the CEA is based on the development of the
relationships with the industrial local fabric both on the aspects related to training and
the partnership relationships associated to research. In particular, the idea is to
develop innovative materials for mechanical applications.

It is important to remember the context of the implementation of a Laboratory in
Nogent in the sector of « engineering of surfaces from chemical vapour deposition
process technologies ». The laboratory is a branch of the ICD-Lasmis of the UTT in
Troyes (Institut Charles Delaunay – LAboratoire des Systèmes Mécaniques et d’
Ingénierie Simultanée
). The subject has been chosen to position the UTT branch of
Nogent within the IRT M2P (Institut de Recherche Technologique « Matériaux,
Métallurgie, Procédés ») in the Grand-Est region. This positioning has been reinforced
by the signature of an LRC agreement with the Direction of the transversal programme
« advanced materials » of the CEA. This common laboratory, the NICCI (Nogent
International Center for CVD Innovation)
aims at developing processes and generic
materials for energy (first in the nuclear sector) and in the sector of tooling ,
in relationship with the local industrial fabric. More generally, the target sectors will
extend to extreme environnements, new technologies for energy, health,
environnement, energetic efficiency of mechanical systems and biomedical applications.

In order to federate actions in the sectors of surface treatments, closer ties are being
developed with the CRITT-MDTS that is also present on the site of the South
Champagne technology park
.

The mastering of the different technologies based on Chemical Vapour Deposition
(CVD)
on a same platform is a unique and ambitious project which led the branch of
Nogent to integrate equipments for elaboration based on high temperatures or plasma
assisted technologies.

The implementation of a thermic CVD industrial reactor is almost finished as the
building of the business incubator is being brought up to standards, especially
concerning the security aspects.

These equipments for elaboration are completed by accurate material and surface
characterization technologies. For example, a high temperature tribometer under
lubrication and a nano-indenter have been implemented in collaboration with the CEA.
An optical profilometer has also been operational since October 2014. The branch of
Nogent is also able to apply physicochemical characterization techniques such as X-ray
diffraction and scanning electron microscopy equiped with an EDS analysis device
(Energy Dispersive Spectroscopy).

The first two theses elaborated in the laboratory (the first one was defended in
Nogent in February 2016), have allowed to master two plasma reactors and to
develop a partnership with the university.

Beside the many characterization techniques available in Troyes, more particularly in
ICD-LASMIS, the platform of Nogent will integrate its own means of characterization.
A test bed of elastic constants has already been mounted and another one of surface
fatigue is being mounted. As was said before, tribologic test beds are available today
(tribometer, nano-indenter and profilometer).

It is crucial to establish bilateral collaborations with regional companies beyond
apprencticeship contracts. Indeed, the subjects developed at ICD-LASMIS especially
on the Nogent platform (NICCI) can favour such rapprochements in the sectors of
materials shaping, surface treatments for mechanical applications and in the biomedical
sector. Concretely, a regional « technical platform » is being developed. The aim is to
extend research activities in surface treatments not only in the Champagne-Ardenne
region but also to the Grand-Est. This technical platform ADHERE (advanced surface
treatments in Champagne-Ardenne) will certainly be implemented soon. A team of URCA
and of the CRITT MDTS will be associated to it.
To develop collaboration with local companies, an ANR-LABCOM project is being
developed. This project is meant to support the more global project of the positioning
of the branch in thermic CVD and, in the long term, to develop a commercial activity on
the site of Nogent by proposing to the machinists of the region a service delivery for
surface treatment.

The CRITT MDTS

The technological ressource centre CRITT Materials, Deposits and Surface
Treatments (MDTS)
is a branch in Nogent of the Centre Regional d’innovation et de
transfert de technologies (CRITT) whose headquaters are in Charleville- Mézières. It
is the largest CRITT specialized in the medical sector.

The CRITT-MDST was created in 1984 in Charleville-Mézières. Its purpose is to
facilitate the relationship between the world of industry, in particular small and
medium-sized companies and the world of research.

The CRITT-MDST had been labelled CRT (Centre de Ressources Technologiques) by the
MESR since the creation of the label in 1996. As such, it provides industrial companies
with skills and performing laboratory equipments for a range of services going from a
simple laboratory service delivery to R&D complex programmes, through expertises,
analyses and sophisticated trials.

The CRITT-MDST is certified ISO 9001, ISO 14001, OHSAS 18001 for its two sites.
It is accredited on several programs of the COFRAC and has obtained AIRBUS and
SAFRAN certifications.

The CRITT-MDST has been implemented in Nogent since 1988. This motivation for this
implementation was the necessity of offering local services to some of its prominent
customers based in the Nogent area. This largely contributed to the culmination of the
Technology Park. Today, the CRITT-MDST counts 50 employees (40 in Charleville-
Mézières and 10 in Nogent).

The « historical » expertise of the CRITT-MDST is about metallic materials, surface
treatments and deposits. It has developed a vast range of skills and means in this
sector.
Over the years, the CRITT-MDST has been well-known for its expertise in the study
and the characterization of implantable medical devices. Today, it enjoys national and
international recognition in this medical sector, which accounts for more than twothirds
of its turnover and nearly 90 % of the turnover of its facility in Nogent.

In Nogent, the CRITT Materials, Deposits and Surface Treatments (MDTS) owns
equipments in metallography and expertise, mechanical characterization and chemical
analysis.

The premises of the CRITT-MDST both in Charleville-Mézières and Nogent, belong to a
mixed syndicate including the Conseil régional, the Conseils départementaux of
Ardennes or Haute-Marne and the municipalities of Charleville-Mézières or Nogent.
These premises are put freely at the disposal of the CRITT-MDST that pays all the
costs and the maintenance.
Except for this appreciable benefit in kind, the CRITT-MDST does not receive any
recurring subsidy.
The operating ressources of the CRITT-MDST come by 85% from the services
invoiced to its industrial customers and by 15% from the subsidies obtained within the
collaborative research work or technological outreaching actions.
About one-third of the investments of the CRITT-MDST come from subsidies (always
in the framework of collaborative R&D projects ) and two-thirds are invested on its own
funds.
In 2008, the last full year before the CRITT- MDST moved into its current premises in
2009, the turnover of the CRITT-MDST of Nogent amounted to 600 K€, which is an
increase by 60% since the implementation in the technological zone of the Park.

The CRITT-MDST is currently involved in 11 ongoing collaborative research programmes
or starting soon (1 ANR, 2 Interreg, 7 regional programmes (APRC, Maturation,
Emergence), 1 non-funded programme on its own funds)
The CRITT-MDST supports 4 of them. One of these programmes (NANOTRIBO) is
developed in partnership with the UTT.

In 2015, the CRITT-MDST has received 423 K€ subsidies for collaborative research.
This figure should increase significantly in 2016 (542 K€ expected).

The business incubator

The business incubator is an economical tool for local development and a support to
business creation.
It is home to new businesses, supports them and gives their creators the opportunity of
having access to characterization and research services proposed by the CRITT-MDST
and the UTT of Nogent. It also offers them counselling, information through lectures,
exchanges with other creators, partnerships with outer organisations in the sector of
technological, legal, financial, fiscal, banking, commercial development and the
management of technological development.
Since July 2010, the business incubator of the Sud-Champagne Technology Park in
Nogent has been home to start-ups in incubation or in a phase of creation-development.
It gives access to 8 cells composed of 2 offices and an industrial hall , each with a area
from 137 m²to 237 m² that may be rented for an attractive inclusive price for about
three years, renewable once.

Today, two companies are part of this incubator : Com&Stick and 3A (Advanced Additive Applications).

3A (Advanced Additive Applications) is a start-up of 11 people specialized
in expertise and the mastering of the process of electrons beam fusion additive
manufacturing (EBM Electron Beam Melting) especially in the titane alloys additive
manufacturing with the process of fusion on a powder bed by using an electron beam.
On the Technology Park, 3A supports the contractors in the aeronautics and medical
sectors and ensures the development and the production of their serial products. When
it was created in 2011, it was housed in the premises of the CRITT-MDST. Since then,
the start-up has known an annual double-digit growth of its turnover.
3A is labeled Young Innovative Company and its creator, Philippe VANNEROT, was
recognized among the 50 personalities that make innovation in France (magazine of
February 2015 Industry & Technology)
At the end of 2015, Michelin took a majority stake in the 3A capital with the objective
of combining their complementary expertises of LBM (Laser) and EBM (Electrons)
processes to propose a global offer answering the needs of the customers in the
redesigning and production of metal additive manufactured components for use in
various sectors and applications.

Nogentech

The Cluster NOGENTECH association gathers 45 industrial companies specialized in
the sector of metallurgy and transformation of metal : forges, foundries, tooling,
machining, surface treatment, polishing, maintenance, etc, which are famous for their
know-how and the quality of their manpower. The companies generate more than 3 000
jobs and a turnover of more than 300 M€.

The mission of the NOGENTECH Cluster is to develop Haute-Marne companies
through stimulating and boosting actions such as Les rencontres d’acheteurs du médical
or Le Salon des savoir-faire industriels organised by the Haute-Marne CCI, Nogentech,
the UIMM , the Haute-Marne GIP, the branch of the UTT in Nogent, the city of
Chaumont and the municipalities around.

Nogentech was labelled SPL (Productive Localised System) in 2000 then PER (rural pole
of excellence) in June 2006 and was recognized nationally as a «cluster of companies »
in May 2010. Nogentec is the most important cluster of the former Champagne-Ardenne
region.

With more than 35% of the world production of orthopaedic implants and medical

(prosthesis, accessories, surgery instruments and related trades) with a total of
nearly 2000 employees.

A pool of skills

Nogentech also allows to pool skills, engineering equiment, R&D departments,
technological platforms, even clean rooms. It daily promotes its partnerships with
University Hospitals (CHU), universities, public and private research laboratories, the
competitive pole Matériala and the competitive pole Alsace BioValley.

The ecosystem on the Nogent-Chaumont area is particularly favourable to the support
of innovative start-ups in the medical sector. A start-up with an industrial project in
medical instrumentation will soon need the ressources of an industrial area to develop
products. The site of Nogent meets these needs.

Nogentech has just applied to the thematic network « French Tech ». Its objective is
to develop the local ecosystem of fast-growing start-ups and to strenghten the
European reputation of Prosthesis Valley.

Nogentech also answered the call for a 2016 Champagne-Ardenne project about circular
economy by ADEME for the recycling of titane in waste.

Nogentech also works for a project trying to unite the sub-contractors of moulding to
allow several companies to answer a unit offer to orders coming from large local
companies.

The Nogentech cluster is characterized by conviviality and the solidarity of
entrepreneurs who invest their time there. This cluster is self-financed up to75% by
the contributions of its members.

The municipalities and the manufacturers have won the ambitious challenge of impulsing
a new dynamics in implementing this cluster. The Sud-Champagne technology Park is an
example of a success which proves that rurality can be synonymous with modernity.
« Small is beautiful » is a promising slogan for Haute-Marne, a human-sized area
interconnected via the Haute-Marne digital plan and innovative thanks to the dynamism
of the manufacturers and their teams.

The Grand-Est region

The Grand Est region (Alsace Champagne- Ardenne Lorraine) has been involved in the Nogent area since many years alongside the municipalities and the economic actors in order to continue the industrial tradition of the city of cutlery. Former forges have given birth to high technology companies that, combined with high-level training programmes for the UTT students and the site of the Centre de ressources technologies of the CRITT-MDST, make the Haute-Champagne Technology Park a place of production of knowledge and transfer of technology to support the development of innovations. The region committed up to 700 000 € for the third phase of the Haute-Marne Technology Park whose buildings can now house start-ups as well as trained students in the UTT. This is the last stage of an important investment for this job pool, combining higher education and transfer of technology for a total cost of 10,5 M€ with 3,06 M€ financed by the region.


The Haute-Marne GIP

The GIP is a historical partner alongside the Haute-Marne Conseil départemental and supports the Haute-Marne Technology Park financially. The Haute-Marne GIP manages the funds supporting the underground research laboratory of ANDRA dealing with the management of the radioactive waste in Meuse/Haute-Marne. .

The GIP supports innovation and the development of companies and supports the investment programmes structuring local collectivities.
